Enabling Cross-Institution Health Data Sharing in Norway: EUDI Wallets, On-Chain Consent, and openEHR↔FHIR Translation

Sudip Phuyal, Manila Bhandari, Rabindra Bista, João Carlos Ferreira

2026 IEEE Access

We present a GDPR-compliant digital health wallet architecture for Norway that enables secure, consent-driven health data sharing aligned with the European Health Data Space (EHDS) and EUDI frameworks. The system uses verifiable credentials, blockchain-based consent management, and zero-knowledge proofs to ensure privacy-preserving access control, while bridging openEHR and FHIR for interoperability. Evaluation demonstrates near real-time authorization and high semantic mapping accuracy, supporting national-scale deployment.

Introducing Distributed Ledger Technology into Healthcare Insurance Automation: The Role of Tokenized Wallets

Sudip Phuyal, Ricardo Correia Bezerra, Manuela Cordeiro, Rabindra Bista, João Carlos Ferreira

2025 IEEE EUROCON 2025-21st International Conference on Smart Technologies, Gdynia, Poland

This paper introduces a scalable and GDPR-compliant blockchain architecture that automates healthcare insurance claims through the use of tokenized wallets and NFT-based smart contracts. By enabling real-time eligibility verification and secure integration with EHR systems, the proposed framework significantly reduces claim processing time while enhancing privacy and fraud prevention. The validated prototype demonstrates the practical feasibility of efficient, secure, and automated insurance claim management.

A Distributed Ledger Architecture for Cross-Jurisdictional Healthcare Professional Authentication and Tracking in Universal EHR Systems

Syed Abrar Ahmed, Sudip Phuyal, Ricardo Correia Bezerra, Simon Lewerenz, Kim Peiter Jørgensen, João Carlos Ferreira, Henrique Martins

2025 2025 IEEE 2nd International Conference on Blockchain, Smart Healthcare and Emerging Technologies (SmartBlock4Health)

This article proposes a blockchain-based architecture for a universal Electronic Health Record (EHR) system that enables secure, transparent, and consent-driven health data sharing across borders. By integrating decentralised digital identity and trusted healthcare professional authentication aligned with European frameworks like EBSI, eIDAS, and EUDI, the solution aims to overcome cross-jurisdictional access challenges. Together, these capabilities could form a key foundation for realising the European Health Data Space (EHDS) vision.
